Help me find this movie please!!!!?

Im searching for a movie made either in the 1980's or early 1990's, it was about a man who later befriends a dog, wanders around the dessert, post apocalyptic setting, carries a sword. Not HEMAN. And finds himself in a battle for a woman, I think she has a child. He fights a ruthless gang dressed in armour, and the leader of the gang wields 2 daggers and is quite skilled in using them. From what I remember the evil gang uses wind propelled machines with wheels what seem like gliders to travel accross the dry land. The evil leader looks like bon jovi, 1980's style hair and all.
